The costs of vehicle fleets; whether owned or rented/leased; are now more than ever subject to significant changes due to the increasingly urgent need to move towards green choices.
With the 2020 Budget Law; taxation has been tightened for mixed-use company cars registered from 1 July 2020 with high CO2 emissions. In fact; the taxed fringe benefit remains at 30% only for cars with emissions between 61 and 160 g/km. Cars with emissions up to 190 g/km are taxed at 50%; while those exceeding 190 g/km are taxed at 60%.
Significant restrictions are also in sight for vehicles used 100% for business purposes. Following the 2015 Paris Agreement and the 2020 European Green Deal; many countries (such as the Netherlands) are launching pilot projects for entire zero-emission logistics areas. This means that only commercial vehicles with zero CO2 emissions will be allowed to circulate in these areas. This trend confirms that the easiest way for companies to reduce CO2 emissions is to switch to a low-emission fleet.
For the moment; these areas do not exist in Italy; but if they were to be established in our country in the near future; companies would run the risk of finding themselves with vehicles that can no longer circulate; 'trapped' by long rental/leasing contracts or even ownership.
Among other things; according to LeasePlan's recent 'EV Readiness Index 2020' study; Italy ranks last in the European Union in terms of 'readiness' for electric vehicles; as shown in the table below:

Today; therefore; companies find themselves navigating a maze of regulations that are increasingly pushing them towards environmentally friendly choices. However; even with incentives; these choices are not always the most economical and clash with the urgent need for companies to look to the short to medium term to cope with the liquidity crisis.
