Haaga-Helia University of Applied Sciences decided to review its travel and office supply expenses by outsourcing the task to the experts at Expense Reduction Analysts. Effective competitive tendering requires background work, and Haaga-Helia does not have its own procurement organisation for these cost groups; instead, the financial administration is responsible for procurement for all offices. The Procurement Act also obliges the university of applied sciences to manage the procurement process in a specified manner.
